Background

TVA is considering improvements to its transmission system that would allow for growth and increase power reliability in the Florence area in Lauderdale County. 

This area is served by Florence Utilities.  Florence Utilities’ Florence 161-kilovolt Substation serves a significant portion of the City of Florence and Lauderdale County.  TVA’s existing Colbert-Lawrenceburg 161-kilovolt Transmission Line serves three 161-kilovolt substations located in Tennessee:  Waynesboro, Loretto, and Crockett.  TVA proposes to build the Iron City 161-kilovolt Switching Station in Lawrence County in Tennessee and the Florence-Iron City 161-kilovolt Transmission Line.  The new switching station would connect all four 161-kilovolt substations.  These power system improvements would provide backup capability to the City of Florence and increase reliability for the Waynesboro, Loretto, and Crockett Substations.   

TVA’s new 13.3-mile-long, single-circuit, 161-kilovolt transmission line would begin at Florence Utilities’ existing Florence 161-kilovolt Substation and extend north to TVA’s proposed Iron City 161-kilovolt Switching Station.  

The line would consist primarily of steel, single-pole and H-frame structures on existing right of way varying in length from 100 to 175 feet.  

Property owners near and along the power line route have been invited to a virtual information day by mail – including about 187 property owners representing about 225 parcels.

The virtual information day is available from February 11 through March 15, 2021 at tvavirtual.com/florence.

Property owners and members of the public are invited to submit questions online, by telephone, or in writing from February 11 to March 15, 2021.

The project is expected to be in service in summer 2024.  Construction is scheduled to begin in summer 2023.  (Dates are subject to change. During projects of this magnitude, unexpected issues may arise, resulting in the need to adjust the schedule.)

Environmental Reviews

The appropriate National Environmental Policy Act review will be conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize any land requirements, private property impacts, and environmental impacts associated with this project.

Efforts are made during the siting process to avoid or minimize impacts to floodplains and wetlands in accordance with Executive Orders 11988 and 11990. Floodplains and wetlands are shown on the referenced map. The map illustrates how the route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U.S. Army Corps of Engineers.
