TVA has evaluated several options for a new transmission line that will provide proposed power line easements to support industrial development in the Memphis Regional Megasite near Stanton, Tennessee. The proposed power line easements, funded under an agreement with the State of Tennessee, are in Fayette and Haywood Counties.

The same considerations — environmental, engineering, and social — were used to assess each alternative. The reviews were based on available data, aerial photography, onsite reviews, public review and comment, and property owners' input. Based on these evaluations, TVA has identified alternative route segments 1, 4, 9, 10, 12, 14, 18, and 20 as the preferred route (see map).

The proposed easements would allow power to the proposed Memphis Regional Megasite utilizing either 500-kV power via the Haywood Switching Station-Cordova 500-kV Transmission Line or 161-kV power via the Cordova-South Jackson 161-kV Transmission Line. The proposed easement would be 100 feet wide between the Cordova-South Jackson 161-kV Transmission Line and the Haywood Switching Station-Cordova 500-kV Transmission Line and 300 feet wide from the Haywood Switching Station-Cordova 500-kV Transmission Line to the Memphis Regional Megasite location. This combination of easement widths will allow flexibility to provide whatever power is needed for the Megasite in a shorter timeframe, making it more attractive to potential industrial customers.

At this time, TVA is tentatively scheduled to conduct field surveys for the proposed easements in winter 2014-2015 and begin buying right-of-way in summer 2015.

In keeping with TVA's environmental stewardship, appropriate National Environmental Policy Act review will be conducted.

Background

TVA is considering transmission line routes that will provide power to the new Memphis Regional Megasite, located in Haywood County.

Through a project funded by the State of Tennessee, TVA is identifying possible transmission routes from existing lines to the megasite. Depending on the electrical needs of industry locating at the megasite, new transmission lines from either TVA’s existing South Jackson-Cordova 161-kilovolt Transmission Line or the Lagoon Creek-Cordova 500-kilovolt Transmission Line would be identified for construction.

TVA will hold an open house on April 24, 2014 to provide information, answer questions and receive comments about the proposed transmission line routes.

Public involvement

TVA's process for siting new transmission projects is designed to allow public input at various stages. TVA is committed to working with area stakeholders to address concerns during the course of the project. Comments received during the comment period will be used in reaching a decision on the proposed action.

TVA representatives will be available at the open house to provide information, answer questions and receive comments. Large maps showing the alternative transmission line routes being considered for the project will be available.

TVA is interested in receiving comments concerning how this project may affect the environment, historic properties or any other issues associated with this proposal. Any comments received, including names and addresses, will become part of the administrative record and will be available for public inspection. All written comments on this proposed action should be sent to TVA no later than May 26, 2014.
