Proposed Transmission Project

TVA is considering improvements to its transmission system that would increase power reliability and provide power for growing load in the Clarksville area in Montgomery County and in Christian County in Kentucky.

CDE Lightband (formerly Clarksville Department of Electricity) currently serves its northwestern service area with the Edgoten 161-kilovolt Station in Kentucky and the West Creek 161-kilovolt Station in Tennessee. Over half of CDE Lightband’s northwestern service area is either currently in or planned for development. The City of Clarksville Planning Department anticipates this heavy residential and commercial growth will continue for at least the next 10 years. In addition to the future load growth, CDE Lightband’s existing facilities are approaching full capacity. The Edgoten and West Creek Stations have both experienced loading above their guaranteed capacities. Development south of the West Creek Station further limits its ability to serve the growing load.

In order to increase power reliability and support growing load in their northwestern service area, CDE Lightband proposes to build a 161-kilovolt station at 961 Tiny Town Road in Clarksville. TVA proposes to build 1.5 miles of double-circuit 161-kilovolt transmission line to serve the new station. The new line would begin at TVA’s Montgomery-Edgoten 161-kilovolt Transmission Line and extend southeast to the new Tiny Town Road Station. The new transmission line would be built on existing, vacant TVA 100-foot-wide right of way.

The existing 69-kilovolt transmission line located adjacent to the vacant right of way will remain in service until construction of the 161-kilovolt line is underway to ensure continuous reliable power for CDE Lightband’s northwestern service area.

The new double-circuit line will be split into two separate single-circuit lines beginning just northwest of the CDE Lightband station site to a point on the south side of Tiny Town Road. One circuit will continue along the vacant right of way through the station, and the second circuit will be on the centerline of the existing 69-kilovolt transmission line right of way. This arrangement is necessary to facilitate the connection to CDE Lightband’s new station and accommodate the switches to operate the new line. The switches will be located on CDE Lightband’s station property. The two circuits will converge on the south side of Tiny Town Road on the vacant right of way.

A single route is under consideration for the new line. The line would consist of primarily steel, double-pole structures on existing 100-foot-wide right of way. The scheduled completion date for this project is summer 2023.

TVA will hold a virtual information session from September 16 through October 18, 2021, online at tvavirtual.com/tinytown where detailed maps of the project will be displayed. Property owners and members of the public will be able to submit questions online, by telephone, and in writing.

The project is expected to be in service in summer 2023. Construction is scheduled to begin in winter-spring 2023. (Dates are subject to change -- unexpected issues may arise, resulting in the need to adjust the schedule.)
