Brightwater Park at WindRiver Supplemental Environmental Assessment

On September 8, 2017, TVA issued an Amended Record of Decision (ROD) to implement the preferred alternative identified in the Final Supplemental Environmental Assessment (EA) for the proposed Brightwater Park at WindRiver adopted by TVA in September 2017.

WindRiver Management LLC (WindRiver) requested approval under Section 26a of the TVA Act for shoreline stabilization and the development of a new public recreation area (Brightwater Park) on Tellico Reservoir at Little Tennessee River Mile 2.5 (right bank) in Loudon County, Tennessee at the WindRiver development (previously named Rarity Pointe Development). Brightwater Park would include a parking area, two fire pits, a retaining wall, one canoe/kayak fixed pier with attached floating dock, a water intake for irrigation, community garden, shuffleboard court, two pavilions, fenced play area, dog park, picnic shelter, sidewalk and walkways, picnic tables, playground structures, and signage. TVA prepared the supplemental EA to address the proposed revisions to the alternatives examined in the Rarity Pointe Commercial Recreation and Residential Development on Tellico Reservoir, Loudon and Monroe Counties, Tennessee Environmental Impact Statement (EIS). The Supplemental EA evaluated TVA’s proposed action to approve the 26a request and the alternative of taking no action (denial of the 26a request).

The Brightwater Park at WindRiver Draft Supplemental EA was released for comment on May 31, 2017. The comment period closed on June 23, 2017. The Draft EA was posted on TVA’s public NEPA review website and was transmitted to various agencies and organizations. A notice of availability including a request for comments on the Draft EA was also published in newspapers serving the Lenoir City, Tennessee area. Comments were accepted through June 23, 2017, via TVA’s website, mail, and e-mail. All letters and emails received during the comment period and TVA’s responses are included in the Final Supplemental EA.
