Pickwick Landing Dam First Utility District of Hardin County Raw Water Intake Line Relocation

Pursuant to the National Environmental Policy Act of 1969 (NEPA) and the Act’s implementing regulations promulgated by the Council on Environmental Quality ([CEQ]; 40 Code of Federal Regulations [CFR] 1500-1508), federal agencies are required to evaluate the potential environmental impacts of their proposed actions. This EA was prepared to assess the potential impacts of TVA’s Proposed Action on the environment in accordance with CEQ’s and TVA’s procedures for implementing NEPA (TVA 1983).

The FUDHC provides drinking water to approximately customers of the southwestern corner of Hardin County, Tennessee. The FUDHC has a raw water intake line immediately upstream of the TVA Pickwick Landing Dam (Pickwick Dam) south embankment. TVA has initiated a project to upgrade the Pickwick Dam related to the Pickwick Landing Dam South Embankment Seismic Upgrade Final EA that was completed in September 2016. The FUDHC raw water intake line is within the construction limits of the Pickwick Dam upgrade project. The purpose of this project is to relocate the raw water intake line outside the construction limits of the Pickwick Dam upgrade project. This relocation EA addresses impacts related to the relocation of the raw water intake line including FUDHC obtaining a permanent easement from TVA, a Section 26a permit, and a temporary construction license.

The Final EA includes three alternatives: a No Action Alternative and an Action Alternative A and B. Under the No Action Alternative, TVA would not meet the purpose and need as this option would not mitigate the risk of damage that could potentially occur to the existing intake facilities during the construction activities associated with the dam improvements. The FUDHC does not have an alternate water supply source and damage to its intake facilities could result in the loss of water supply to its customers for a considerable period. Under Action Alternative A, the proposed installation method of the relocated intake line is via directional boring. Under Action Alternative B, the proposed installation method of the relocation intake line is via conventional excavation.
